City of Baldwin

Baldwin (previously known as Stonepile), was founded on December 17, 1896. Home to approximately 1,500 people, it rises 1,470 feet above sea level and straddles Habersham and Banks Counties. The population was 2,425 at the 2000 census.

Baldwin is located on U.S. 441 just south of Georgia 365 on the Appalachain continental divide. City hall sits in Banks County. Baldwin borders the bigger city of Cornelia, which has the Habersham Chamber of Commerce. Nearby in Demorest is Piedmont College. Also nearby is Lake Russell, a national park. The Habersham county airport is in Baldwin. Biggest employer is Fieldale, which is primarily chicken processing.

Water and Sewer Service
Water and sewer service is available for city residents and for some county residents. All new customers living on property they do not own (such as renters) must pay a $100 deposit. The fees to connect to the city's water and sewer system are as follows:

  • Within city limits: Water: $600 Sewer: $600
  • Outside city limits: Water: $700 Sewer: $700

For the city-wide service area, a $2,500 impact fee shall apply to all new construction hooking onto the sewerage system. Initial hook-up" refers to the first time that Baldwin's water and sewer service is installed at a residence or business, such as for new construction.

Water bills, which include a variable cost for sewer and a garbage pick-up fee ($9.95 within city limits and $11.95 outside city limits), are due by the 15th of each month. After the 15th, a late charge is added.

For service to be restored after being cut off for non-payment, all customers must pay the full amount of the bill that is owed plus either a $100 deposit (first termination/restoration) or a $150 deposit (any additional terminations/restorations).

Customers may request disconnection of service by filling out a disconnection form (available at City Hall), preferably at least 24 hours before disconnection is needed.

Building Permits
To apply for a building permit from the City of Baldwin, please bring two copies of the plans, a copy of the property plat, and, if applicable, a septic tank permit (available from the Environmental Health Department|). A permit may be issued or denied after the building inspector reviews all the information.

strong>Yard Sale Guidelines
Yard sales can be a real benefit to everyone. Sellers can make a little money selling clothing, furniture, or equipment they no longer need, and buyers can find useful items at bargain prices.

To make their yard sales within city limits safer and more enjoyable, hosts should follow the guidelines listed below:

  • Apply for a free permit at City Hall (same-day application is permissible)
  • Have no more than three yard sales per year per person
  • Place signs where allowed by law, and remove all signs when done
  • Have the sale in a place where adequate, safe parking will be available
In addition, customers should be careful not to block entrances/exits (such as driveways) or cause a traffic hazard.
